The selection of beneficiaries follows and comprehensive family assessment using the Government Family Status Vulnerability Index tool. Through the assessment, legible vulnerable children are selected for support. The key criterion for selection includes schooling status, orphan, family economic status, and other vulnerability factors. TJSD supports the transition of targeted children from ECCD to primary schools and also those that complete primary education for secondary level of education.

TJSD focuses on interventions that create positive changes in the family and progressively reduce the level of vulnerability. TJSD hopes to categorize households in three levels of vulnerability based on family assessment namely; High risk, medium risk, and low risk. Each level has a unique set of interventions that guides program implementation.

High risk: This stage is the most critical part of all three stages and therefore requires the most resources. The family is unable to provide for most of the critical basic needs of the children. The children are not attending school, lack food and are malnourished, have no clothes and are either naked or putting on tattered clothes, and stay in the unsafe shelter. Some of these children are in child-headed families or staying with an elderly person. They need urgent help.
Medium risk: At this stage, the family moves from a very risky state to a relatively stable state. The caregiver is earning some income and can provide some basic needs for the children. The caregiver can take children to school though still struggling to provide scholastic materials and fees on time. The children are however still limited to achieving their dreams, The Caregivers need the training to be able to sustainably meet the needs of the children and the family.
Low risk: The family can sustainably provide the need for the needs of the children. The caregivers can support the children to achieve their dreams. They have a stable source of income, are saving and can easily access credit
